Pending coldkey swaps

A coldkey swap moves everything a coldkey owns (its balance, stake, hotkeys and subnets) to a new coldkey. The owner first announces the swap, which stores only a hash of the new key, then completes it after a waiting period (about five days). That delay gives the real owner time to notice and dispute a swap they did not start.

An announcement stays on chain until it runs, is cleared or is reset, so a swap whose first block is long past is a stale announcement rather than one about to happen. A disputed swap cannot run until it is reset.
